Huasheng Online, April 23rd (Reporter Zhang Dingfeng, Correspondent Yang Heng) On April 23rd, the Hunan Provincial Government Procurement Association and the Hunan Provincial Security Association jointly held a press conference to release the "Standard for the Management of Procurement Requirements for Security Service Human Security Projects" (hereinafter referred to as the "Standard"). The "Standard" applies to government procurement projects (non-governmental procurement projects can refer to it for implementation) and will officially come into effect today. Tan Heping, the president of the Provincial Security Association, introduced that the "Standards" clarify the needs of the procurement entity through examples from the aspects of security service areas, service content, service quality standards, security personnel job requirements, behavioral reference norms, execution standards, quotation requirements, etc., demonstrating the required functions, characteristics, priorities, precautions, etc. of service projects, and providing reference standards for scoring methods. The 'Standards' fully consider the reality of diversified procurement needs, comprehensively consider budget levels and service demands, reasonably set supplier qualification conditions, and directly link them with personnel, service standards, business requirements, performance capabilities, etc. Each service content has guiding standards, and each service position has a list of positive or negative behaviors. The "Standards" focus on strengthening the main responsibility of purchasers, reflecting policy orientation, reducing the burden on industry enterprises, and increasing assistance and support for small and micro enterprises and other groups through indicators such as qualifications, technology, services, and safety. By standardizing evaluation factors, unreasonable certification bonus points are cancelled. The 'Standard' insists on focusing on improving service quality, requiring security service enterprises to continue to carry out activities such as learning and applying the 'Security Human Resources Prevention Management Service Specification', and fully promote practical training, training and empowerment activities. The introduction of the 'Standard' fills the domestic gap and will undoubtedly promote the high-quality development of the security service industry. Yi Xuewen, Secretary General of the Provincial Government Procurement Association, said that the 'Standard' will bring three benefits to purchasers: firstly, improve procurement efficiency, reduce communication errors and unnecessary rework. The second is to control procurement costs and avoid situations of excessive or insufficient procurement. The third is to strengthen the responsible parties, which can better implement the principle of "whoever purchases, who is responsible" and effectively prevent non compliant and illegal procurement behavior. In addition, the 'Standards' are also beneficial for suppliers. The 'Standard' significantly reduces the burden on supplier enterprises by simply eliminating various certification bonus points, which can save considerable costs. The 'Standards' can also reduce information asymmetry among suppliers, help strengthen service awareness, curb vicious low price competition, purify the underlying soil of the industry, and create a clean and upright industry development environment.
