New standards for campus security services in primary, secondary, and kindergarten schools will be implemented from next month

The Beijing police have revised and issued the 2024 version of the "Security Service Standards for Primary and Secondary Schools and Kindergartens" as a local standard in Beijing, which will be officially implemented from October 1st. Yesterday morning, the Public Security Management Corps of Beijing Municipal Public Security Bureau held a press conference on this matter. The reporter noticed that the new standards have been refined in the emergency response of campus security incidents, such as stipulating that when violent behavior involving the school, teachers and students, or abnormal behavior of teachers and students is discovered, security personnel should stop it as soon as possible.
Compared to the old version of the 'Norms', the new standard is more comprehensive and detailed in terms of basic requirements for campus security, personnel requirements, equipment requirements, and security service requirements. As per the newly added regulations, security guards should strictly abide by the school's rules and regulations. Unless necessary for work, they should not enter the school's teaching and non service areas, and should not engage in behavior that interferes with the normal education and teaching order of the school. They should not inquire, discuss, or disclose personal information of teachers, students, or school information. Security service companies should conduct regular psychological health monitoring of security guards and conduct a comprehensive psychological test for all on duty security guards every six months.
In terms of skill requirements, the new standard proposes that security guards should receive no less than 16 hours of security business training, and can only take up their posts after passing the training. They should also receive no less than 16 hours of on-the-job training every year.
In terms of security services and emergency response to related situations, the new standards stipulate that during peak duty hours, the maximum number of on duty personnel and standby forces should be allocated. The minimum number of security guards at each campus entrance and exit should not be less than 2, and each patrol service shift should also have no less than 2 security guards; Guard, patrol, and security monitoring rooms are all on duty 24 hours a day.
Security guards should verify and register information of external personnel and vehicles to prevent unauthorized individuals and vehicles from entering the school; For those who refuse to cooperate, have incomplete procedures or doubts, they should report to the school security department for handling; For sudden illegal and criminal acts that endanger personal safety, security guards should take decisive measures according to the emergency plan to stop the illegal and criminal acts, protect personnel safety, control the escalation of the situation, report to the school security department and public security organs in a timely manner, and cooperate with the investigation and evidence collection work.
The new standard also stipulates that security guards should conduct no less than 5 daily patrols of key areas and surrounding areas of schools and keep records. At least one patrol should be conducted during the nighttime period. When there is an ongoing illegal infringement, security personnel should take necessary measures to stop it in accordance with the law, promptly report to the school security department and public security organs, and cooperate with follow-up work; In the event of a fire, explosion or other accident, security personnel should immediately report to the police and promptly notify the school security department, take measures to prevent the situation from escalating, actively assist in rescuing injured personnel, and do a good job in protecting the scene; When violent behavior involving schools, teachers and students, or abnormal behavior of teachers and students is discovered, security personnel should stop it immediately and report it to the school security department or public security organs.
